Most microlearning programs aren't microlearning. They're short videos with a quiz.
That distinction sounds like splitting hairs until you notice what it's costing you. The managers finished the feedback course and still avoid the hard conversation. The sales leads watched the coaching module and still run 1:1s as status updates. The completion dashboards stay green. The behavior stays the same.
If you've been in L&D for more than a year, you might have lived some version of this. And the instinct is to fix the content: better videos, tighter scripts, cleaner production, maybe some gamification. None of it works because the problem isn't that your content wasn't good enough.
The problem is that content was never going to be the thing that changed the behavior in the first place. There's a better approach for what you're actually trying to do, and it starts by shrinking the behavior, not the content.

- Designing for small behaviors doesn't require a bigger budget. It requires L&D to stop thinking of itself as the content team and start thinking of itself as the team that designs how work gets done.
Most microlearning programs aren't microlearning
The word "microlearning" can often mean two different things depending on who's using it.
The version you might have seen focuses on reinforcement, performance support, behavioral prompting, and pulling content into the moment someone actually needs it. Short duration is a side effect, not the definition. The version most organizations actually built is a library of three-to seven-minute videos with a quiz, housed in an LMS, assigned in batches, and measured by completion. Those are not the same thing. One is a design philosophy. The other is a content format.
Short videos didn't win by accident. They won for four structural reasons, and none of them has anything to do with whether short videos change behavior.
- Production cost. A fifteen-minute animated explainer is cheap. A prompt system integrated into someone's calendar and Slack is not.
- LMS fit. Every organization already owns an LMS, which is built to deliver content and track completion. It's not built to sit inside a 1:1 and nudge a behavior.
- Measurability. Completion is easy to count. Behavior frequency is hard to count, especially at scale, and harder to report to a CFO.
- Sales cycle. Vendors sell what buyers can evaluate in a demo, and a content library demos well. A behavioral nudge system does not.
The market optimized for what was easy to build, easy to deploy, and easy to defend in a budget review. Short content won because short content was operationally convenient, not because it was the version that changed anything.
The trouble is that the completion rate, the number everyone points to, doesn't measure what you think it measures. Eighty percent of people who finished a three-minute video mostly prove that the video was three minutes. It tells you almost nothing about whether the behavior the video was about is happening more often now. A lot of L&D teams are sitting on beautiful completion dashboards and wondering why the business hasn't moved.
If completion was never the right thing to measure, a lot of these design choices stop making sense.
Information almost never changes behavior on its own
The assumption underneath most corporate training goes like this: give people the right information, their attitudes will shift, and their behavior will follow. BJ Fogg, who runs Stanford's Behavior Design Lab, calls it the Information-Action Fallacy.
It's also wrong.
Fogg's model is B=MAP. A behavior occurs when Motivation, Ability, and a Prompt converge in the same moment. Remove any one and the behavior doesn't happen. Most microlearning touches Ability. It teaches the skill, explains the concept, walks through the scenario, and then sends the learner back into their week, hoping motivation and Prompt show up on their own. They don't. Motivation is unreliable by design. It surges and crashes. And the prompt, the thing that actually cues the behavior in the moment it needs to happen, is almost never built into the program at all.
Information isn't the enemy. When someone is already trying to do a behavior and hits a knowledge gap, information is exactly the right lever. Just-in-time support, compliance requirements, product knowledge, onboarding basics. These are legitimate uses of content, and nobody should feel bad about running them. The fallacy only hits when you're trying to start a behavior someone isn't already doing. That's where information alone fails, and that's where most L&D programs live.
The second problem concerns where behavior resides in the brain. Facts, concepts, and declarative knowledge run through one memory system, built on the medial temporal lobes and working memory, which responds well to content. Habits and behavioral patterns run through a different system in the basal ganglia, a deeper structure that learns slowly, through dopamine-mediated feedback loops, across many slightly varied repetitions. People skills like coaching, feedback, difficult conversations, and customer discovery belong to the second system. Watching a video about giving feedback lights up the first one. It does almost nothing to the second, which only updates from giving feedback in real conditions and seeing what happens next.
Which means most L&D programs are aiming content at the wrong brain system. The behaviors you most want to change are the ones content reaches least. Better production values won't fix that, because the problem isn't the content. It's a mismatch between the tool and the behavior.
If information doesn't move behavior on its own, and the behaviors you care about live somewhere content can't reach, then the whole premise of conventional microlearning is upside down. You're not short on information. You're short on the other two-thirds of the model.
